Jakarta Should Take Up Flood Seriously

VIVAnews - Jakarta Regional House of Representatives (DPRD DKI Jakarta) called on the city’s provincial government to seriously work on handling the seasonal flood during rainy seasons.

The request was based on the fairly high amount of budget allocated for the capital city’s flood mitigation and control.

The amount of Jakarta Public Works Agency’s budget allocation for the 2010 flood mitigation program is up to Rp 855 billion. With such amount, the provincial government is expected to be able to minimize the number of flood and puddles.

DPRD DKI Jakarta’s Commission D Chief Berlin Hutajulu said there are plenty of challenges faced in the implementation of the mitigation program.

Aside from the poor handling attempts, 40 percent of Jakarta areas are located under sea level.

The city also has 13 rivers going through its areas from Bogor, Depok, Tangerang and Bekasi. The declining number of open spaces in Jakarta due to the rapid development and the change in land functions has also sped up the run-off to Jakarta.

“Every year, the land level decrease is up to 1.2 meters and counting,” Hutajulu said as reported by Jakarta City Council’s website on Monday, November 16.

The total amount of Public Works Agency’s 2010 budget is Rp 2.4 trillion. Rp 2.132 trillion is allocated for major programs including the flood mitigation program which costs Rp 855 million.

Commission D, Hutajulu continued, expected the mitigation program, which includes providing adequate dams and pumps for the polder system, to be implemented mostly on flood and puddle-prone areas in Jakarta.

“Drainage system development program and the river, dam, drain and reservoir structuring and control program should be given attention,” Hutajulu said.

He is also asking the provincial government to re-clarify the building of Halim dam which in the 2010 Regional Budget was given Rp 16.6 million while the dam management authority belongs to the Public Works Department’s Water General Directorate.

Therefore, the dam building plan should be analyzed further. As for the establishment of the 23.5 km-long East Flood Canal, the work should be completed immediately because in 2010, the government will be needing Rp 391.422 billion to clear the unfinished lands.
Regarding flood control, Commission D Secretary Rois Hadayana Syaugie said they were summoning the Head of Jakarta Public Works Agency today.

The commission would also ask for clarification on traffic congestion issues in Jakarta.

According to Jakarta Governor, Fauzi Bowo, the congestion was not only caused by the puddles, but also by the absence of traffic policemen.

Bowo pointed out Simpang Lima, Jalan Kwitang, Suprapto, Bypass areas, Jalan Matraman, Salemba and Jalan Jatinegara as the areas with no traffic controllers.
