Electricity Import Requires Clear Regulations

VIVAnews – The government plans to begin exporting electricity in 2014.  However, clear regulations on the design are required to anticipate future lack of electricity in the country.

“The nation uses its coal to generate power plants, whereas the electricity it produces is exported. The importing countries will get cheap and emission-free electricity, but Indonesia will bear the CO2 pollution. According to the international convention, Indonesia is held responsible on the issue,” said Executive Director of Institute for Essential Service Reform (IESR), Fabby Tumiwa, in Jakarta, today.

Fabby explained that it is necessary to have regulations that govern the electricity selling prices between nations.  The regulations must also state that the electricity export will not disturb the national energy security.

“The planning must be clear. For example, if Batam suddenly needs additional electricity, then the electricity export to Singapore can be diverted. The most important thing is that if there is electricity shortage, then it should not be difficult to recover,” he said. 

The second most important regulation is the CO2 compensation rule. The exported electricity must be assessed CO2 tax in that the exported electricity prices will consist of electricity basic price (BPP), margin, and CO2 tax.

“If Malaysia and Singapore want to get electricity from Indonesia, then they should pay the CO2 tax,” he added. 

State-run electricity company PT Perusahaan Listrik Negara will start importing and exporting electricity in 2014 with the initial target of 50-100 megawatt. However, PLN said it had vowed to work out on the domestic electricity demand in the first place.
